    Insights · Stakeholder

When customers and employees aren't enough.

Investors, regulators, communities, citizens: stakeholder opinion is heterogeneous, political and rarely fits a survey. This collection shows how to scale stakeholder panels — and how positions turn into workable compromise.

    Topic overview

    When customers and

Stakeholders are not 'the public'. They are differentiated — by interest, exposure, power position and time horizon. Aggregate numbers flatten those differences into statements that belong to no one.

Classical focus groups show a slice. Large panels without conversation show distributions. Both together — scale plus context — become possible with AI-guided conversations.

For municipalities, regulators, ESG teams and investor relations this creates a foundation that is legitimate because it was heard, and defensible because it was analysed with structure.

    In short
    • 01Stakeholder opinion is heterogeneous — aggregates mislead.
    • 02Continuous panels beat ad-hoc studies.
    • 03Participation creates legitimacy, not consensus.
    • 04Position clusters with a common denominator are the most defensible basis for a decision.
    • 05Board-grade output is possible without losing raw voice.
    Example finding
    Situation

City administration, 190,000 residents, plan to calm inner-city traffic. Public debate is polarised. Classic town-hall meetings surface loud voices but not a workable picture.

    Approach

2,300 citizen conversations across four weeks, spanning districts and age groups, in five languages. Additionally: 34 conversations with local businesses and 12 with emergency services.

    Result

Three position clusters emerge — not 'for' vs. 'against'. The common denominator: reliable access for delivery, care and emergency. Resistance melts once that core is addressed.

    Consequence

Implementation concept with four binding access rules, approved by council 22 to 5 instead of the forecasted 12 to 15. Rollout starts without legal challenge.
